Tokyo is a dice-rolling, area control board game where players compete to acquire property in a rapidly developing Tokyo. The core mechanic revolves around rolling dice to claim districts, construct buildings, and manipulate stock prices to earn victory points. Players begin with a limited number of dice and use them each turn to perform actions. The dice faces represent different actions: claiming districts, constructing buildings, increasing or decreasing stock prices, and gaining influence.

Each district on the game board offers varying benefits and point values. Claiming a district requires a specific dice roll combination. Constructing buildings in a district provides ongoing advantages and contributes to end-game scoring. The stock market introduces a layer of economic manipulation. Players can use their dice to influence the value of different stocks, benefiting if they hold shares in those companies. Influence tracks provide bonuses and opportunities to score points.

The game continues until a player reaches a predetermined number of victory points, or until a set number of rounds have been played. At the end of the game, players tally their points from claimed districts, constructed buildings, stock holdings, influence tracks, and any bonus objectives. The player with the most points wins, demonstrating their mastery of Tokyo's real estate and stock market.
